The UK’s Office of Rail and Road (ORR) has authorised the entry into service of the Class 99 locomotives from Stadler, following an application submitted in late September 2025.

The letter of authorisation, dated 21 October 2025, confirms that the application met the requirements outlined in the Railways (Interoperability) Regulations 2011. Authorisation was granted under regulation 4(1)(a), allowing the locomotives listed in the attached Appendix 1 to be placed into service.

A total of 30 locomotives are covered under this authorisation, numbered 99 001 to 99 030, owned by Beacon Rail and operated by GB Railfreight. Each vehicle has been assigned an EVN (European Vehicle Number) starting with 91 70 0099, following UK registration standards.

The locomotives are to be operated and maintained in compliance with Regulation 20, which governs continued conformity and safe integration within the UK rail system.

This authorisation formalises the regulatory approval process for Stadler-made Class 99 locomotives ahead of their expected operational deployment in the UK rail freight market.
