evb appoints Tobias Behncke to head logistics division

The logistics unit is headquartered in Bremen and covers evb’s rail freight, shunting and intermodal activities.

Eisenbahnen und Verkehrsbetriebe Elbe-Weser GmbH (evb) has appointed Tobias Behncke as head of its logistics division, effective 1 February 2026, according to the company.

Behncke will assume responsibility for evb Logistik, which operates freight trains across Germany and provides shunting services at the ports of Hamburg, Bremerhaven and Wilhelmshaven. Subject to supervisory board approval, he will also oversee NECOSS GmbH (Neutral Container Shuttle System), evb’s intermodal subsidiary.

Behncke is a graduate industrial engineer and trained forwarding agent with more than 15 years of experience in rail freight and intermodal transport. Most recently, he served as managing director of Retrack Germany GmbH in Hamburg, a rail freight operator within the VTG Group.

Before joining Retrack, he held a senior management role at European Cargo Logistics GmbH, the logistics subsidiary of Lübecker Hafen-Gesellschaft, where he was responsible for intermodal services and organisational development as head of department and authorised signatory.

evb management stated that Behncke’s operational railway background and experience in developing teams and processes were key factors in the appointment. In his future role, Behncke is expected to focus on nationwide spot freight traffic, the further development of NECOSS as an intermodal operator, and evb Logistik’s shunting activities in the northern German ports.
