A record tender announced for modernization of Białystok–Ełk rail section under Rail Baltica project

PKP Polskie Linie Kolejowe has announced a tender for the modernization of the Białystok–Ełk railway section, part of the Rail Baltica corridor.

Valued at EUR 1.4 billion, the contract tendered by PKP PLK, will cover the reconstruction of approximately 100 km of railway infrastructure, with funding sourced from the EU’s Connecting Europe Facility (CEF).

The tender specifies that only contractors from the EU, EEA, or countries under the WTO Government Procurement Agreement are eligible to participate. This decision follows a judgment from the Court of Justice of the European Union (CJEU) and aims to ensure compliance with procurement regulations.

The project scope includes the construction of a second track along the entire route, the modernization of eight stations and ten stops, and upgrades to railway traffic control systems. Two new stops, Dziękonie and Ciemnoszyje, will replace existing facilities, while some current stops, such as Białystok Starosielce, Białystok Bacieczki, and Dobrzyniewo Duże, will undergo relocation or conversion to better serve local communities.

Level crossings will be replaced with grade-separated junctions, including 20 road viaducts, 12 railway viaducts, and 12 underpasses. These changes aim to improve both operational efficiency and safety by eliminating level crossings.

Once completed, the upgraded section will support passenger train speeds of up to 200 km/h and freight train speeds of up to 120 km/h, with the capacity for freight trains up to 750 meters in length. The control of railway operations on this section will be centralized at the Local Railway Traffic Control Centre in Białystok.

The modernization works are scheduled for completion by 2029, contributing to the broader Rail Baltica initiative aimed at integrating the Baltic States with the European rail network.
